Daniel R. Eliav is a licensed attorney with more than a decade of experience. Daniel is the owner and founder of Eliav Legal, a Los Angeles law firm serving businesses throughout California. Practice areas include corporate law, healthcare compliance, labor and employment, and real estate. Daniel provides high quality professional services in the formation, licensing, and on-going compliance of businesses, as well as counsel for commercial transactions.
Daniel received a Bachelor of the Arts degree from UCLA in 2006, a Master of Public Health degree from the UCLA Fielding School of Public Health in 2008, and a Juris Doctor degree from Loyola Law School in 2011. Throughout his studies, Daniel focused on gaining practical experience by working for various entities, including the UCLA Health System, Children’s Hospital Los Angeles, the medical malpractice firm of Bonne Brides, and the United States District Court for the Central District of California.
Following law school, Daniel worked in various roles at the UCLA Health System, including assisting with the transition to a newly built hospital and compliance work for the Venice Family Clinic. Next, Daniel moved to Sacramento where he worked for Covered California, the State’s newly created department implementing the Affordable Care Act. His responsibilities at Covered California included drafting regulations, negotiating multi-million dollar contracts, and tending to the day-to-day legal needs of the agency.
After two years with Covered California, Daniel accepted a position with the Los Angeles office of Nixon Peabody. Daniel remained with Nixon Peabody for four years until he was invited to join Sheppard Mullin. As an Associate at two prominent law firms, Daniel served a wide variety of clients from start-ups to some of the largest public and private entities in the country. He helped countless businesses incorporate, develop, and grow their business in compliance with federal and state laws. In addition, Daniel gained extensive experience on a wide variety of mergers, acquisitions, joint ventures, and other types of investments.

Healthcare Experience
Daniel Eliav has represented hospitals, managed care organizations, medical groups, behavioral health providers, and other healthcare entities in regulatory and transactional matters. With experience working in institutions such as large academic medical centers, state government, hospitals, non-profit clinics, and laboratories, Daniel is uniquely positioned to service clients in the healthcare industry.
Daniel’s expertise lies in helping clients navigate through the myriad of healthcare laws and regulations to achieve their goals. He has broad experience in the areas of telemedicine, corporate practice of medicine restrictions, licensing, and reimbursement. In addition, Daniel has regularly provided counsel on state and federal fraud and abuse issues, including the Stark Law, the anti-kickback statute, and civil monetary penalties laws. He has helped multiple clients overcome obstacles with regulatory agencies, allowing clients more flexibility to develop and operate their business. Furthermore, Daniel has extensive experience representing clients with multi-state practices and tailoring business arrangements to comply with the corporate practice of medicine and fraud abuse laws of each state.
In a previous role, Daniel served as an attorney for the state of California, helping to establish that state’s Health Benefit Exchange under the Affordable Care Act. In private practice, Daniel worked with multiple Accountable Care Organizations to help register and ensure compliance with the Medicare Shared Savings Program (MSSP), Next Generation ACO Model, and Episode Based Payment Initiatives such as the Bundled Payments for Care Improvements (BPCI) Initiative and the Comprehensive Care for Joint Replacement (CJR) Model. In addition, Daniel has assisted with establishing commercial accountable care organizations and clinically integrated networks (CINs) that work directly with health plans and self-insured employers. Daniel has also worked extensively with behavioral health providers such as Residential Treatment Facilities (RTFs), outpatient mental health clinics, and Applied Behavioral Analysis (ABA) providers.
Daniel has worked closely with employer sponsored insurance plans to implement cutting edge solutions, including wellness programs, on-site employee clinics, digital health solutions, and robust pharmacy-benefit plans. Daniel has also helped third-party administrators enter into and develop new markets.
In addition, Daniel has provided counsel on compliance with the Health Information Portability and Accountability Act (HIPAA), reimbursement issues under Medicare and Medicaid, the Emergency Medical Transfer and Labor Act (EMTALA), the Clinical Lab Improvement Amendments (CLIA), physician advertising, and consent issues.
